Selling an inherited house in Gulfport after the storms

Gulfport was one of the places hit hard by flooding during Hurricane Helene. Many inherited houses here are not just a family decision. They are a repair and permitting problem too.

The short version
  • Much of Gulfport is low-lying along Boca Ciega Bay
  • The FEMA 50% rule applies to substantially damaged homes in flood zones
  • We buy flooded and gutted houses as-is
  • We pay the probate cost, typically about $3,000

What Helene left behind

Gulfport is a small, artsy waterfront city, known for Beach Boulevard, its historic Casino ballroom on the water, and old Florida cottages on shaded streets. Many of its homes were built from the 1920s through the 1950s, low to the ground and close to Boca Ciega Bay.

When Helene's surge came in September 2024, water filled homes across large parts of the city, and Milton arrived two weeks later. Some owners passed away in the months after, with their houses still gutted or unrepaired. Others had died earlier, and the house sat empty when the water came. Either way, the heirs inherit a house in a condition no one planned for.

The 50% rule in plain terms

Local governments in Florida enforce FEMA's substantial damage and substantial improvement rule in flood zones. In simple terms:

  1. The city looks at the value of the structure itself, not the land.
  2. It compares that to the cost of repairing the damage.
  3. If the repairs would cost 50% or more of the structure's value, the house must be brought into compliance with current flood rules. That often means elevating it or rebuilding.

For an older, ground-level Gulfport cottage, the math often reaches 50%. That turns a repair into a major construction project before anyone can live there again. Many estates do not have that money, and heirs often do not want to manage a rebuild from another state. Our guide on inherited houses with hurricane damage explains more.

What we do with a damaged house

We buy it as it is. Mud lines on the walls, missing drywall, a dead air conditioner, an open permit, a substantial damage letter from the city. None of that has to be fixed or resolved before closing. We take on the permitting and the rebuild decision ourselves after we own it.

If insurance or FEMA money is still pending for the estate, tell us. It can affect how the sale is structured, and the probate attorney and title company will want to know.

The bills that keep coming on an empty house

A damaged house still costs money every month. After the owner passes, the homestead exemption ends, and the Pinellas County Property Appraiser reassesses the house the next year, so the tax bill can rise even while the house is uninhabitable. Homeowner's and flood insurance may lapse or change once a home is vacant. Utility accounts, lawn care, and securing the property add up.

Families sometimes wait for the market to settle or for a contractor to free up. That can make sense if someone has the time and money. If no one does, a sale ends the carrying costs. Back taxes and any liens are paid from the sale at closing, so the heirs do not need to catch them up first.

Probate for a Gulfport house

A damaged house can lower the value of an estate, and that sometimes helps it qualify for summary administration, which is available when the non-exempt Florida estate is $150,000 or less (Fla. Stat. 735.201). For qualifying estates, probate can often be completed in 24 to 48 hours after the heirs sign. If the estate needs formal administration, it will take several months or longer. We pay the independent probate attorney and court costs, typically about $3,000, and it is not deducted from the heirs' share. We are not attorneys, and this is general information.

Questions families ask

The city sent a substantial damage letter. Can we still sell?
Yes. We buy houses that have been declared substantially damaged. The compliance work becomes our responsibility after closing.
The house is gutted and has mold. Do we need to clean it first?
No. We buy as-is, with no clean-out or remediation required of the family.
Do you buy Gulfport condos that flooded?
No. We do not buy condos or co-ops, but we do buy single-family homes, duplexes to fourplexes, and vacant lots.
